Workplace Opening and Operating Licenses

Our Directorate Issues the Following Licenses:

  1. 2nd and 3rd Class Non-Sanitary Establishments
    (Establishments that may cause minor or significant harm physically, mentally, chemically, microbiologically, or socially, and pollute natural resources. Includes all types of workshops and production facilities.)

  2. Sanitary Establishments
    (Places selling meat and fish products, grocery stores, markets, delicatessens, nut shops, buffets, greengrocers, canteens, bakeries, pastry shops, restaurants, cafeterias, barbers, hairdressers, taxi stands, closed/open parking lots, auto galleries, offices, and all other workplaces excluding non-sanitary establishments such as baths and saunas.)

  3. Public Rest and Entertainment Establishments
    (Hotels, motels, pensions, camps; casinos, nightclubs, taverns, bars, pubs, liquor-serving restaurants; cinemas, coffeehouses, reading rooms; electronic gaming centers, internet cafés, amusement parks, circuses, and similar venues.)

  4. Responsible Manager Certificate
    (If the owner of a public rest and entertainment venue is a legal entity, a responsible manager must be appointed to operate the business. Individuals may also appoint a responsible manager. The appointed manager must be registered with our Directorate and receive a Responsible Manager Certificate.)

  5. Live Music Broadcast Permit
    (For restaurants, bars, and tea gardens outside residential areas, provided that measurements and inspections confirm no disturbance to public peace and rest.)


Minimum Requirements for Issuing Workplace Licenses:

Workplaces granted an opening and operating license must comply with the following conditions:

a) Compliance with occupational health and safety regulations.
b) For workplaces located in condominium properties, decisions must be made according to the property ownership agreement for specific types of businesses.
c) Special-use buildings (cinema, theater, wedding hall, hotel, bath, sauna, bakery, fuel stations) must have a building use permit.
d) For public rest and entertainment establishments, approval from authorized law enforcement regarding general security.
e) Distance regulations from explosive, flammable, or hazardous materials sites must be respected.
f) Compliance with road traffic safety for roadside businesses.
g) Fire safety measures must be implemented for all establishments.
h) Distance regulations from schools, dormitories, and places of worship for certain entertainment establishments.
i) Industrial, medical, or radioactive waste producers must take necessary measures for collection, transport, storage, processing, and disposal.
j) Accessibility for disabled individuals must be ensured.
k) Compliance with regulations for foreign nationals operating a business.
l) Special regulations for bakeries in cities with populations over 100,000.
m) Storage regulations for flammable and explosive liquids must be strictly followed.

Authorities will inspect these requirements after issuing the license.
Tourism-certified establishments are supervised solely by the Ministry of Culture and Tourism.
