Ethics Commission

Purpose of the Regulation

The purpose of this Regulation is to establish an ethical culture in the public sector; to determine the ethical principles of conduct that public officials must comply with while performing their duties; to assist public officials in acting in accordance with these principles; to eliminate practices that undermine the principles of justice, integrity, transparency, and impartiality in the execution of public duties and that create public distrust; to increase public confidence in public administration; to inform society about the standards of conduct it has the right to expect from public officials; and to regulate the procedures and principles for applications to the Board.

Establishment and Duties of the Ethics Commission

Pursuant to Article 29 of the Regulation on the Principles of Ethical Conduct for Public Officials and the Procedures and Principles for Application, which entered into force upon its publication in the Official Gazette dated April 13, 2005 and numbered 25785, an Ethics Commission has been established by our Municipality.

The duty of the Ethics Commission is to establish and develop an ethical culture within institutions and organizations, to provide advice and guidance to personnel regarding issues they encounter concerning ethical principles of conduct, and to evaluate ethical practices.

The term of office of the members of the Ethics Commission and other related matters are determined by the Mayor. The Ethics Commission works in cooperation with the Prime Ministry’s Ethics Board for Public Officials.

It has been decided by the Ethics Board for Public Officials that, as of 2008, May 25 of each year shall be celebrated nationwide as “Ethics Day,” and the week including this date shall be celebrated as “Ethics Week.”

Activities

On December 5, 2011, an in-service training seminar titled “Efficiency and Ethics in Public Services” was organized by the Directorate of Human Resources and Training for all department heads, branch managers, and supervisors.

Following the entry into force of the Regulation on the Principles of Ethical Conduct for Public Officials and the Procedures and Principles for Application, all personnel were required to sign the regulation, and the signed copies were placed in their personnel files. Newly appointed personnel are also required to sign the regulation as of their start date, and the documents are included in their personnel files.

In order to ensure the effective implementation of the principles and procedures set out in the Regulation and to establish an institutional culture related to ethical conduct, the Directorate of Human Resources and Training organizes in-service training seminars and programs for municipal employees.
